SINGAPORE – Increasing the use of technology alongside new workplace health and safety guidelines should make crane operations safer, said Minister of State for Manpower Zaqy Mohamad on Wednesday (Jan 15).

The number of crane-related dangerous occurrences has fallen from 21 cases in 2009 to eight last year but Mr Zaqy said more needs to be done: “Companies should leverage on technology to create safer work environments.

“The main cause of over half of the lorry crane-related dangerous occurrences from 2015 to 2019 was due to the outriggers not fully extended and deployed, resulting in the cranes toppling.”

The use of lorry cranes, otherwise referred to as Lorry Loaders in the Workplace Safety and Health (Operation of Cranes) Regulations, is a familiar sight in Singapore. They are deployed extensively by the logistics and transportation, construction and landscape, marine, hospitality and entertainment sectors (non-exhaustive). Lorry cranes are preferred due to the shorter set- up time, lower costs and ease of mobility in comparison with other types of mobile cranes.

As the use of lorry cranes has become more prevalent, there has been a significant increase in dangerous occurrences involving lorry cranes over the past few years. Some causes (direct or indirect) of these dangerous occurrences are improper deployment of outriggers, failure of the ground, mechanical failure and unsafe operations. Similar to other lifting machines, the use of lorry cranes for lifting operations can be potentially hazardous if not carried out properly.

On 16 July 2010, a lorry crane used for tree pruning exercise along a road was involved in a serious accident when the retracting boom hit a public bus. One passenger died and several others injured. It is important to note that strict adherence to safe work procedures for lorry crane operations are critical to ensure safety of workers as well as other road users. The purpose of this circular is to remind employers on the common workplace hazards involved in such works and their preventive measures.

There are approximately 10,000 mobile cranes being used in Singapore. The majority of these cranes are used in the construction industry to increase the productivity of the building construction. However the misuse, failure to follow safe practices and procedures or complacency often led to accidents. Such accidents could have a catastrophic impact to the safety of workers and members of public.

This safety circular is meant to provide guidelines for the safe use of mobile cranes in construction sites.

In 2009, Singapore faced a key concern in the high number of Dangerous Occurrences (DOs) involving crane operations. That was when the Ministry of Manpower and the industry formed the National Crane Safety Taskforce to implement strategies and programmes to reduce crane-related DOs to zero. The Taskforce’s notable efforts include enhancing the WSH (Operations of Cranes) Regulations and developing the Code of Practice on Safe Lifting Operations in Workplaces to raise the industry’s safety standards.
